Overview of the Urban Programs Team

USAID's Urban Programs Team is dedicated to increasing economic prosperity, democracy and security in the world's rapidly growing cities. The Team works across sectors to advance the Agency's Making Cities Work Strategy in the following areas:
  • City Management and Governance
  • Municipal Finance
  • Housing, Infrastructure and Services
  • Local Economic Growth
  • Urban Health and Environment
  • Urban Security
The Team provides technical assistance to USAID missions and partners through a number of implementation tools:
City Links - This city-to-city partnership program (formerly known as Resource Cities) is implemented by the International City/County Management Association (ICMA). This Leader with Associates (LWA) Cooperative Agreement partners city managers and institutions in the US with their developing country counterparts in an effort to solve some of the world's most daunting urban challenges.
Sustainable Urban Management (SUM II IQC) - SUM II provides support in five areas: (1) Urban Services Provision and Shelter; (2) Improved Local Government Management; (3) Improved Environmental Management; (4) Disaster Mitigation, Preparedness, Response & Recovery; and (5) Urban Finance and Credit Systems.
Cross-Sectoral Training - The Urban Programs Team sponsors training for USAID staff and host country counterparts and a short seminar series on a wide range of topics that are designed to promote and improve cross-sectoral urban programming within USAID. The core training program is the Intensive Municipal Finance course.
Cities Alliance - The Urban Programs team represents USAID as a member of this coalition of donors, cities and other development partners. Cities Alliance uses member contributions to provide matching grant funds that support slum/urban upgrading and participatory city development strategies.
Sub-National Infrastructure Finance GDA - This LWA Cooperative Agreement with Evensen Dodge International can provide assistance to sub-national entities, such as states, cities, and utilities, to mobilize domestic credit for infrastructure projects.
International Housing Coalition - This LWA Cooperative Agreement with Habitat for Humanity International supports the International Housing Coalition (IHC). The LWA is a vehicle which allows the IHC to assist missions to develop programs focused on critical housing and shelter-related issues.
DCA and GDA - The Urban Programs Team has a long history of supporting public-private partnerships and finding innovative ways to use credit to stimulate increased investment in urban areas. We have provided assistance to Missions in structuring dozens of DCAs and have managed 10 GDAs since the start of the GDA initiative.
