As the solicitation states on the FedBizzOpps website:

 

"USAID is piloting the use of BPAs with individuals instead of multiple Purchase Orders for similar requirements.  The full list of position descriptions is provided in Section B in the attached solicitation. The Designated Contractor (DC) will be required to perform a variety of professional services under a Blanket Purchase Agreement (BPA). A Blanket Purchase Agreement is a simplified method of procuring quantities of supplies or services that selected vendors are in a position to furnish, and eliminates the need for more complex acquisition methods. Designated Contractors must be a U.S. citizen or Green Card holder and must possess a valid passport.  The professional services ordered under this BPA will frequently require international travel."
