USAID Implementation Tools

Cities Alliance
A multi-donor alliance dedicated to scaling up slum improvement efforts through the cooperation and with the leadership of local developing country authorities.

Development Credit Authority
General authority that permits USAID to offer credit assistance for any development purpose. USAID missions are free to use part of its own OYB to fund a DCA credit activity.

Global Development Alliance
USAID mobilizes the ideas, efforts and resources of governments, businesses and civil society by forging public-private alliances to stimulate economic growth, develop businesses and workforces, address health and environmental issues, and expand access to education and technology.

Urban Resources

Urban Training Seminars
The Office of Urban Programs offers a multi-sectoral introductory training (Development and Cities: Urban 101) as well as sector-specific seminars both which are designed to help USAID Officers gain a better understanding of the role and importance of cities in USAID's development efforts.

USAID Development Experience Clearinghouse
Searchable database composed of over 90,000 documents describing the planning, design, implementation, evaluation, and results of USAID development assistance activities. Documents, over 4,000 of which are categorized under "Housing/Urban Development," can be ordered for a small fee from the Development Experience Clearinghouse.

Contracting Mechanisms

Urban Programs offers a number of Contracting Mechanisms to assist staff in implementing the Making Cities Work strategy.

City Links
This cost-effective partnership program, implemented jointly between USAID and ICMA, draws on the pro bono contributions of technical expertise by US local government professionals through partnerships with overseas municipalities.

SUM II IQC
This new IQC contract provides quick-response, short-, medium- and long-term advisory services, technical assistance and training in support of USAID's goal of well-managed urbanization. Work under this contract will focus on five areas: (a) Urban Services Provision and Shelter; (b) Improved Local Government Management; (c) Improved Environmental Management; (d) Disaster Mitigation, Preparedness, Response & Recovery; and (e) Urban Finance and Credit Systems.

Sub-National Infrastructure Finanace
The SIF GDA can provide assistance to sub-national entities, such as states, cities, and utilities, to mobilize domestic credit for infrastructure projects. This GDA can help lower the cost of financing; assist central governments in modifying and reforming the legislative and regulatory framework as it pertains to sub-national borrowing; support improvements in the financial reporting standards for sub-national entities as a prerequisite to improving their creditworthiness and increasing investor confidence; structure Special Purpose Vehicles to create greater access to market-based finance; and, broker an initial market-based transaction.

Housing for All Initiative This initiative is implemented by the International Housing Coalition, and has the mission to mobilize needed resources for housing in support of the goal of "Housing for all." This LWA is a vehicle which allows the IHC to assist missions to develop programs focused on critical housing and shelter-related issues which missions can fund using associate awards.
