Description of Services: SUM II delivers short, medium and long-term technical assistance, training and advisory services in five main functional areas: (a) Urban Services Provision and Shelter; (b) Improved Local Government Management; (c) Improved Environmental Management; (d) Disaster Mitigation, Preparedness, Response & Recovery; and (e) Urban Finance and Credit Systems. This IQC can facilitate a wide and very flexible range of activities related to multi-sectoral and integrated urban development issues.

Description of Services: This cooperative agreement with the International City/County Management Association (ICMA) facilitates the expansion of the Resource Cities partnership program. Through these partnerships, cities and municipal associations overseas are able to learn directly from teams of urban management professionals in the both the United States and other countries through exchanges over an 18- to 24-month period. ICMA can provide complementary technical assist and training to complement the partnership program.

Description of Services: The International Housing Coalition (IHC) is responsible for implementing a Leader with Associates (LWA) cooperative agreement that has been awarded to Habitat for Humanity International (HfHI). HfHI, the National Association of Realtors (NAR) and the Canadian Real Estate Association (CREA) came together in 2004 to create the IHC. The mission of the IHC is to mobilize needed resources for housing in support of the goal of "Housing for ALL." The LWA is a vehicle which allows the IHC to assist missions to develop programs focused on critical housing and shelter-related issues.
Missions and bureaus are able to buy in to the agreement with no additional procurement action needed.

Description of Services: The Global Development Alliance (GDA) for Sub-National Infrastructure Finance (SIF) with Evensen Dodge International (EDI) can provide assistance to sub-national entities, such as states, cities, and utilities, to mobilize domestic credit for infrastructure projects. Evensen Dodge International can help to lower the cost of financing; assist central governments in modifying and reforming the legislative and regulatory framework as it pertains to sub-national borrowing; support improvements in the financial reporting standards for sub-national entities as a prerequisite to improving their creditworthiness and increasing investor confidence; structure Special Purpose Vehicles to create greater access to market-based finance; and, broker an initial market-based transaction.
Missions and bureaus are able to buy in to the agreement with no additional procurement action needed. EDI will match Mission funds on a 1-to-1 basis up to the first $5 million issued in new awards.
