SUSTAINABLE URBAN MANAGEMENT (SUM II) IQC

The Economic Growth, Agriculture and Trade (EGAT) Bureau's Office of Poverty Reduction, Urban Programs Team (EGAT/PR/UP) is pleased to offer the service of six indefinite quantity contracts (IQCs) through the issuance of the new Sustainable Urban Management IQC (SUM II IQC). This procurement mechanism furthers the Agency's overall goal of well-managed urbanization and the EGAT Bureau's and Office of Poverty Reduction Strategic Objective (SO) of Improved Management of Urbanization worldwide.

 

SUM II delivers short, medium and long-term technical assistance, training and advisory services in five main functional areas: (a) Urban Services Provision and Shelter; (b) Improved Local Government Management; (c) Improved Environmental Management; (d) Disaster Mitigation, Preparedness, Response & Recovery; and (e) Urban Finance and Credit Systems. This IQC can facilitate a wide and very flexible range of activities related to cross-sectoral, service delivery and integrated urban development issues.

 

The total available ceiling (cumulative total of all 6 awards) within this mechanism is $300 million however since the start of the new FY 05 cycle, PR/UP has received over $122 Million in new requests to utilize this mechanism. Services are obtained through negotiated Task Orders, which may be written for any time period up to the entire length of the SUM II IQC, through September, 2009. The period of performance extends three years past the end of the ordering period through September 2012.

 

SUM II is a Cost-Plus-Fixed-Fee or Fixed Price contract mechanism (at the discretion and negotiation of the USAID Mission or Operating Unit) designed to provide technical assistance to USAID and to provide maximum operational flexibility and management control to USAID staff. Each of the six indefinite quantity contracts shares the same statement of work and contract provisions. These contracts provide access to the technical assistance necessary to further the Agency's overall goals to address urbanization, management of local and regional growth, urban environmental and health concerns, municipal and local governance and urban poverty reduction.

 

The overall USAID/W based SUM II Cognizant Technical Officer (CTO) is Mr. Robert Schneider, EGAT/PR/UP (202-712-1763). Each Mission or Bureau using this procurement mechanism will designate a CTO to manage Mission or Bureau initiated Task Orders.

 

To comply with the FAR requirements for oversight and monitoring of the overall IQC, Task Order CTOs are required to provide a copy of the Task Order Statement of Work to the USAID/W CTO for review and clearance prior to the initiation of the selection process. Copies of all final Task Orders must be sent to the CTO.
