Balkans
The Balkan Region is experiencing transition from both the dissolution of the Republic of Yugoslavia and recent, violent ethnic civil wars. Continuing ethnic tensions and territory disputes hamper the peace process and efforts at recovery, both economic and environmental. The region has hundreds of thousands of internally displaced persons (IDPs) and refugees and severely destroyed urban infrastructure and facilities. These urban areas are growing in population, while urban services and living conditions continue to decline.

Central Asia
The former Soviet Union countries and cities of the Central Asia Republics (CAR) are coping with a unique set of challenges inherited from their centrally planned systems under Soviet rule. Water and air pollution are at extremely high levels in the urban areas and changes in the Aral and Caspian Seas are presenting their own contributions to these problems. Historically mishandled toxic industrial waste and agricultural contaminants and pollutants are common in the CAR, both of which contribute to the high level of illness and poor health in the region. The region is in need of environmental damage control, recovery assistance and environmental policy reform.

Eastern Europe & Russia
Eastern Europe Eastern Europe is one of the most urbanized regions in the world and its cities are undergoing massive changes as the countries of the region transition to market-oriented democracies. As urban populations adjust to democratic and global trends, new problems are emerging like unemployment and environmental hazards. At the same time, city administrations are adjusting to new fiscal and political decentralization trends, while attempting to improve their local economies through privatization and free market initiatives.

Southern Caucasus
The Southern Caucasus Region continues to experience heavy transition from a centrally planned economy to a free market economy. During this transition period, urban areas are trying to manage issues that are occurring as a result of stiff, national policies, which are not well suited to solve urban problems. Urban populations have been steadily growing throughout this transition period and have led to increased needs for infrastructure, business development support, and environmental policy reform and recovery.
