More than 70 percent of the population in Latin America and the Caribbean (LAC) lives in urban centers. It is the most urbanized region in the developing world and nowhere is the urbanization of poverty more evident. Rapid urbanization has placed a serious strain on the economic and financial resources of LAC cities. In many cases, cities are unable to ensure the delivery of basic services essential for productive investments and healthy communities. At the same time, they are challenged by enormous, disenfranchised youth populations, plagued by high unemployment, and disillusioned with politicians who are either unable or unwilling to respond to their needs. Unmitigated, the problems of Latin American cities limit economic growth prospects, perpetuate poverty, feed violence, crime and civil unrest, and threaten stability and democratic values that have been hard gained over the past two decades. If we are unable to give genuine hope to the growing majority of Latin America's population for a brighter future, we will jeopardize the economic and political stability of the region.
